As per the document, the Inter-Services Intelligence (ISI) was to be blamed after 36 hours. However, the media immediately blamed Pakistan for the false flag operation, thereby spoiling the plan.

The RAW document titled *Psyops and Narrative Control* clearly instructs that “the narrative of the incident should be framed in a way that it appears to be an attack on the state and non-Muslims,” emphasizing that the timing is crucial to amplify the incident.

According to the document, media assets were to be deployed at the site 36 to 48 hours prior to the event. A planned operation was to be executed in the Anantnag district, with field operators deployed at strategic locations under the guise of monitoring tourist movements.

The Indian intelligence agency’s document states that witness statements were to be collected within 2 to 4 hours of the attack using artificial intelligence (AI) systems, and blurry videos would be used to reconstruct the scene.

RAW’s document also mentions that instead of a central hashtag, over 200 social media accounts would be used to run a misinformation campaign. Trends would be spread uncontrollably to blame ISI.

The document states that the narrative should be shifted from Kashmir to global Islamic conspiracies. Correspondence found near the Northern Command’s attack site would be linked to ISI, and fake documents would be leaked in a forensic style.
