Muttahida Pakistan and PPP delegations meet with PM, discuss 27th Constitutional Amendment

MQM delegation deliberates on proposed amendment with Shahbaz Sharif, PPP delegation leaves for Noor Khan Air Base after meeting, important decisions expected in CEC meeting in Karachi this evening

Delegations from Muttahida Qaumi Movement-Pakistan (MQM-P) and Pakistan Peoples Party held separate meetings with Prime Minister Shahbaz Sharif and discussed 27th Constitutional Amendment.

A statement issued by the Prime Minister’s Office said that the 7-member MQM-P delegation was led by the party’s convener Dr. Khalid Maqbool Siddiqui, and the proposed 27th Constitutional Amendment was discussed in the meeting.

According to the statement, the delegation included Sindh Governor Kamran Khan Tesori, Health Minister Syed Mustafa Kamal, National Assembly members Dr. Farooq Sattar, Javed Hanif Khan, Syed Aminul Haq and Khawaja Izharul Hassan.

The statement further said that the proposed 27th Constitutional Amendment was discussed and consulted during the meeting.

Deputy Prime Minister and Foreign Minister Ishaq Dar, Speaker National Assembly Sardar Ayaz Sadiq, Defense Minister Khawaja Asif, Law Minister Azam Nazir Tarar, Minister for Economic Affairs Ahad Khan Cheema, Minister for Information and Broadcasting Attaullah Tarar, Minister for Parliamentary Affairs Tariq Fazal Chaudhry and Advisor to the Prime Minister Rana Sanaullah were also present in the meeting.

A day earlier, the MQM-P had demanded that local governments be given autonomy in the proposed 27th Constitutional Amendment, while the PPP had put forward the main features of the proposed amendment, for which the (N) League government had sought its support.

The MQM-P had said that provincial autonomy has been given under the 18th Amendment of 2010, now the next natural step is local government autonomy, so its turn should come.

Referring to the agreement signed with the (N) League, which was aimed at empowering local governments, MQM leader Farooq Sattar said in a press conference yesterday that the important thing that we had said at the time of the 26th Amendment was that our constitutional amendment package should be included in it.

He expressed regret that this did not happen and demanded that this matter be included in the 27th Amendment.

It may be recalled that the (N) League and the MQM-P had signed a memorandum of understanding in March 2024, according to which local governments would derive powers directly from the federation instead of the provinces.

When the 26th Amendment was discussed, the MQM-P had made its support conditional on the inclusion of provisions related to local governments, however, the final draft that was passed, which MQM members voted in favor of, did not include any such clause.

Farooq Sattar said that Article 140-A of the Constitution, which obliges provinces to establish local governments, needs to be amended so that the laws made by local governments do not conflict with the Constitution.

The member of the National Assembly said that the Constitution is a sacred document, but not an inspired scripture, it is a living document, if there is a need for amendments in it according to the requirements of time and circumstances, then no one should be surprised or concerned about it, because it is necessary for the stability of the country.

He also supported the establishment of constitutional courts, which were originally supposed to be created through the 26th Amendment, but in the end only constitutional benches were established.

On the other hand, regarding the proposed constitutional amendments, Dr. Khalid Maqbool Siddiqui had said in a press conference that we are only stating the key points and have presented what the government told us and what we understood.

He said that from our side too, this year especially Article 243, has created a need to align it with the modern needs of national unity, strong defense, and defense, this article is related to the command of the armed forces.

Khalid Maqbool Siddiqui said that local governments should also be considered ‘government’ and the elections and tenure of Nazims and mayors should be guaranteed in the constitution, so that there is no need for the Prime Minister’s order for this.

The Federal Education Minister, while proposing a supervisory setup for the posts of Nazim and Mayor, further said that this decision should be made by the constitution, and the Supreme Court should monitor it.
